Immediately after the second world war, what was to become West Germany was partitioned into the British, French and US Zones of Occupation. The US Zone included southern Germany and included the toy making region around Nuremberg.
The Americans often guaranteed the purchase of the whole production run of certain manufactured goods from German factories and some toy production was included.
However, the German toy manufacturers sold a great deal of their products to Allied servicemen who were based in Germany, many of whom had their families living with them, especially as they were paid in foreign currency that had more value than the German currency, which was still Reichsmarks for a while until the more familiar Deutschmark came along - in fact for a while there was a currency based on cigarettes because the German Mark at that time had no value at all.
So toys, along with other manufactured goods in that region, had the country of origin mark as "US Zone Germany" until the early fifties when the Allies ceased being armies of occupation and then the marks on toys and other goods became "Made in Western Germany".
