Define "aren't allowed to." In the U.S. most police departments carry whatever handgun the adminstrators choose, based on whatever the local policies and requirements are. In the past, .357 magnums have been carried, but the .40 caliber is pretty common now, as is the 9mm. Most, if not all, large city PDs have been carrying semi-automatic handguns for some time, so that's part of the reason the .357 (a revolver) is less common now. In some cities, all officers carry the same model, and in some cities, officers have a choice of several models. (and in some small cities, officers can carry any handgun they choose)
Sorry- Illinois has the most restrictive concealed carry laws in the US. Other than occupations such as police officer or armed security officer, you will not get a permit.

However, states such as California, New York, New Jersey, and Massachusetts are technically "may issue" states, it's practically impossible for an average citizen to obtain a concealed carry permit in these states.
