Israeli PM Ehud Barak entered negotiations with Arafat under the supervision of Pres. Clinton. Barak agreed to almost all of Arafat's demands, returning 95% of the territory and a 5% swap of Israeli territory. However Bark did not agree to hand over sovereignty of the Temple Mount, Judaism's holiest site to the PA (the site is currently under de facto control of the Muslim Wakft).

Arafat responded to this by cutting off negotiations and authorizing a wave of terrorist attacks against Israeli civilians which lasted for several years.
