That wasn't the reason for China to import. It always imported. By the contrary, China has become a great exporter. Hundreds of millions farmers still continue to grow grains. But the today's economic reality forced China to employ tens of millions workers in foreign enterprises that have set up their enterprises over there. The relationship between the population in rural and urban areas still continues almost the same. China needs the farmers to feed its huge population. It avoids importing. All it wants is to export more and more. 600 million farmers isn't easy to accommodate in urban areas from day to night.
