Osman Turk is a complicated term I think. In Turkish it is called "Osmanli Turku". This identity is actually an urban-cosmopolite elite identity (Birtek 2007) not refering to rural Turks.
I think in international terminology, it seems to refers whole Turkish people of Ottoman Empire.
Turks left out of Turkey after 1923 is referred sometimes as Osman Turk. 1926 All-Union census of the Soviet Union has an ethnic section on "Osman Turk" which I think refers to Meskhetian/Ahiksa Turks. 1999 Kyrgz census also has such a section (Osipov and Swerdlow2004). There is a Osmanli Turkleri Society in Krgzystan.
Turks in Turkey would only call their ancestors as Osmanli Turkleri. Sometimes urban, sophisticated old woman who knows how to cook special old dishes can be called as "Osmanli".
