Many of them were small towns before maquiladoras arrived. Once NAFTA was put in place and started operating in 1994, many of these cities became boomtowns with sudden population and economic growth. However, most of them couldn't cope with such growth and have become ugly, industrial towns with low quality of life, high crime rates.
