A prefecture is a governmental administrative unit. Simply put, in the US you have states, in Canada you have provinces, in Japan they have prefectures. There are 47 (including some that Japanese insist are not prefectures because they don't use the word.) Prefecture in Japanese is Ken. Chiba-ken, for example, or Aomori-ken. There is also fu, as in Kyoto-fu and Osaka-fu. Plus to, as in Tokyo-to and Hokkaido. fu, to, ken are all administrative units.
