Devolution is the transfer of power from the central government to lower regional governments. For example, Germany is a federation composed of states, like the US. These states all have their own powers in addition to falling subject to national law.

Devolution in Europe is mainly in Western Europe, which may surprise you. Here, some lands are calling for independence while others are calling for more power. For example, there are French groups calling for devolution for full independence in regions such as the Basque Country. While in England, there has been movement for an English parliament separate from the British parliament. There is also an Italian movement for home rule in Padania.
