The quietest place on Earth is Antarctica/The South Pole. My father likes quiet places, so he told me that he'd like to go to Antarctica, but it would be too expensive for him, and Antarctica is actually a bit dangerous. It is a frozen desert, it is the coldest and windiest place on Earth, and it is also very dry. But the danger is nothing to do with it's climate. (well it sort of is because without the climate this wouldn't happen). Imagine you were in a place where there was just snow, you'd have to not go very far, or you'd get lost. Everybody does this without knowing it, but one thing that is excellent at stopping you from getting lost is trees. People will know where they are because of trees, but if the trees were living, the trees would get hardly any thank yous because people just know where they're going normally (hopefully too), not realising that it is actually the trees guiding you. The reason I've told you all this is because it's time to tell you that Antarctica is far too cold to grow any trees or plants so it's really easy to get lost, but Antarctic penguins and walruses can live there with no problem, because they're polar animals that need freezing cold air. Baby penguins don't like the frozen ground because they're too small and thin and their feathers aren't waterproof, but the mother penguin lifts the baby penguin off the frozen ground. Immature penguins can't swim or fish, they have to wait till they're mature. They do learn though and they get more mature as they get older, but female baby penguins will probably do the same as their mother did.
This is all interesting information about Antarctica, but technically, I believe the answer is incorrect. Wind and other types of weather make noise.... sometimes a great deal of noise, so a windy place is not going to be that quiet. While I don't know the offical answer, I believe Dinosaur National Monument (a national park in Colorado/Utah) is one of the quietest places on earth, with average noise levels reaching only a few decibels.
