If Puerto Rico bacame a US state it would have a bit more control of internal policies and procedures than it does now, since it is now subject to Congressional control in a way that a State is not. In addition, it would have voting representation in both the Senatre and House of Representatives, and would have a direct voice in the election of the President.
Its citizens resident in Puerto Rico would have to begin paying Federal income tax and if there are any special subsidies remaining that the Commonwealth receives because of its status and economic condition, they would probably go away. As a State in the United States, Puerto Rico would no longer have its own Olympic Team. Other international organizations that give Puerto Rico membership or observer status would cease to do so as PR would be fully integrated into the US for purposes of international relations.
That's up to the people of Israel, and there are both pros and cons. If I were an Israeli, personally, I'd probably be against it, for much the same reason as I was opposed to South African membership in the Commonwealth of Nations.
