The idea of permissions is the exact opposite of the idea of rights. In "Rights" a person can do something by virtue of his humanity. Nobody can confer on him a "right" and nobody can deny him a "right". By contrast a permission only exists if given by sovereign. If the sovereign wishes to discriminate, it is legitimate. If he wishes to forbid movement, he may revoke a permission for people to move locations and so forth.

As the Kings and Queens of Egypt were the "purveyors of permissions" they, by default, had permission to do anything they desired since nobody could set limits for them and they could set limits for anyone else. Answer 1 refers to one prerogative that the Kings and Queens of Egypt took from time to time in their role of being the "purveyors of permissions".
