A 19 year old is an adult. At this point legal parental responsibility for the offspring is no longer in effect and both the parents and offspring are separate legal entities.

The 19 year old can leave home if they wish and the parents can throw the offspring out if they wish. Thus if grown children are staying at home they should expect to pay their way (by contributing to the family income) and do their own washing cleaning and if required cooking. They should not expect their parents to continue to do this for them (although some parents may be happy to).

As a young adult, if you don't like your parents rules for living with them, you should leave and make your own home.

Can you receive a partial inheritance before death of parent?

No. You have no rights in a parent's property while they are living. An inheritance comes from the property a decedent owns at the time of death. Death makes that property 'inheritable'. There is no such thing as an inheritance from a living person.

Does one sibling is living with a parent that dies have that sibling more rights than other siblings not living with parent at the time of death?

In general, living arrangements typically do not affect the rights of siblings when a parent dies. The distribution of assets and inheritance is usually determined by the parent's will or state laws, regardless of where the siblings live. Each sibling is entitled to their fair share of the estate according to these established guidelines. Consulting with a probate lawyer can provide specific advice based on the individual circumstances.
