DC is not a part of any state. It is governed by congress. The land making up DC was originally taken from Maryland and Virginia. However, the portion taken from Virginia was returned to Virginia, so if DC was ever ceased to be governed by congress, it would become a part of Maryland. That has been suggested; however, Maryland does not want D. C.
It is a district
Members of Congress retain their home state residences during the course of their term. They are not considered residents of Washington DC. With that said they cannot vote in elections of officials in Washington DC.
The White House is in Washington DC, which is it's own separate entity, and not part of a state. DC exists independently of a state so national affairs are not directly influenced by any one state's personal agenda. DC is surrounded by the state of Maryland, but not apart of it, much like the Vatican is separate from Rome, but surrounded by it.

Yes it is. While there are certain restrictions on Washington DC regarding its status as a state(hood), DC is legally part of the United States. DC is literally the capitol of the entire country, rather than being part of a state. Because of the sensitivity of having the capitol of the country in a state, it was decided that DC would not be in ANY state but rather a city without a state. This is why it is called DC..District of Columbia. This way, no state can exert pressure on the capitol of the country with state loyalties.
