In the Civil War, President Abraham Lincoln was the Commander in Chief of all the Union Forces. That means he was over all the generals in the army and admirals in the navy. He almost led forces into battle one time in 1864 when the Confederate General, Early Thomas, threatened to attack Washington D.C. A Union Army arrived just before the battle and he let them take over.
