Mexico didn't participate during WW1, as it was in the middle of its own Mexican Revolution (1910-1921).
It however, became involved in Germany's scheming. To prevent the US from entering the war, Germany offered economic and military assistance to Mexico if it attacked the US to recover Texas, New Mexico and Arizona (lost during the Mexican-American War, some 60 years before). This offer is known as the Zimmerman Note, sent to German ambassador in Mexico City, Arthur Zimmerman.
The note however, was intercepted by British intelligence and made public. This hastened the US entry into WW1.
The defense industry created employment.
