The Australian flag was designed following Federation of the Australian states on 1 January 1901. On 29 April 1901, the new Commonwealth Government announced a Federal Flag design competition which attracted over 30,000 entries. The idea for the competition was initiated by Melbourne journal Review for Australasia in 1900.

Yes that flag was designed by 13 year old Benny Benson.
Annie Dorrington did not design the Australian flag; it was created through a competition won by a design submitted by a 14-year-old boy named Edward "Ed" M. H. "Dingo" Dorrington, who was inspired by the British Blue Ensign. The flag was officially adopted on September 3, 1901. Therefore, Annie Dorrington's age is not relevant to the design of the Australian flag.
