There are two misconceptions in this question.

Cities are not discovered. The locality where a city is built is what is discovered.

Canberra is a city that arose out of the need to build a suitable national capital for Australia.

Secondly, James Vaughn was just one of three men travelling together when they discovered the locality where Canberra now stands, in 1820. Joseph Wild and pastoralist Charles Throsby were part of this important expedition to find more land suitable for agriculture and grazing of livestock. Wild and Throsby were the first Europeans to explore the area that later became the Australian Capital Territory, where Canberra was established.
