North Dakota and South Dakota were both part of the Dakota Territory. They became separate states on November 2, 1889, when President Harrison signed the law making them the 39th and 40th states of the United States.
President Benjamin Harrison had the statehood papers shuffled and did not know which he was signing first, nor was it recorded, hence they became states "simultaneously".
