In the initial months of allowing trading many retailers that were "pro" trade wee paying staff a premium for Sunday work. The largest union USDAW fought the practice as it saw employees being disadvantaged. Once the trade was established these companies made Sunday a standard trading day wage cost despite the regulation maintaining the 6 hour trade only.
