As a student of Byrne Elementary School in Chicago from 1945 through 1954 (K-8), our Spring Break was not called a "vacation", but was instead called "Cleanup Week." As I recall, it was the last full week of April, so that it included Arbor Day. The theme of "clean-up, plant-up, sweep-up, and paint-up" was so thoroughly infused in the curriculum that I can remember it to this day.
There is no history of clean up week. It must be a event for your school system.
