Sears needed a lot more area in which to operate their expanding business. They had multiple locations around Chicago, but wanted all departments under one roof. They had initial plans to operate within the lower half of the tower while leasing the upper half. The idea being that as the business expanded, they could then utilise the leased floors for themselves. Sadly, they didn't expand too much further due to K Mart and Walmart, thus the reason why the building was still very much leased out to third party companies.
Apparently the design came from when the architects, and designers were at lunch, and one of them pulled out a packet of cigarettes, bunches them together in his fist, and pushed them up at different stages.
The idea to be the tallest building in the world came as an afterthought as they were approaching the height conceptually, they decided, why not push it all the way.
