To my understand, the Japanese flag wasn't designed by someone directly. In the past, the symbol was used by different significant people throughout Japan's (political) history. So, when it came time for a flag to be made- this (old) significant image of the rising sun was used.
It was the Prime Minister who set the motion in action for it to be the Japanese flag.
