Cities are not discovered. The site upon which they are built is discovered, and the city is then founded (meaning established) by someone at a later date.

The harbour upon which Darwin is located was discovered by John Lort Stokes, captain of the HMS Beagle, in 1839. The city itself was founded by surveyor of South Australia, George Goyder, in 1869.
