Agustin DE Iturbide (1783-1824) was such leader. He had the last Viceroy sign the Declaration of Independence, and the treaties of Cordoba, and became Mexico's first Emperor, his remains are in Mexico City Cathedral. By the way the last Viceroy was Irish, John O donuhue.
