There wasn't a president but a king and his name was King Idris. King Idris had no male heir so he appointed his brother's son as his heir. Qaddafi led a coup to overthrow the King one single day before the brother's son was due to become King. That son, now known as a Prince, has indicated that he will be returning to Libya to help with the new government.
The President of Libya after Qaddafi was Mustafa Abdul Jalil.

I think it is Qaddafi in Libya with 42 years. He seized the power in 1969, but he is most likely to be ousted in the next few days. There is also Fedel Castro with 49 years, but he gave up his power, and he is no longer a president.
The government of Libya under the late unlamented Qaddafi was generally regarded as a dictatorship.
