He was one of the prominent leaders of the American settlers He is know to be the most successful empresario ever and greatly contributed to the colonization of Texas. He was also elected president of the convention of 1832. However, when voting came for the first president of Texas, he lost to Sam Houston by a landslide.
I think it was Stephen F. Austin. I'm not certain he was first, but I know he was most successful.

The Empresario System was unsuccessful because of the high costs of getting the land grants and surveying the land. It also took way too long for the lands to become profitable thus leading to the failure to increase population. It was also unrealistic because of the recruitment of citizens to settle the specific granted area, it the recruiting goal wasn't met the lands were taken away.
