Lack of proper police training and rampant corruption lead to laws not being respected or enforced in India. Without effective enforcement, laws are largely ignored and the problems that resulted in the laws being passed continue on.

laws are never respected in India. Nor they enforced. Just imagine how we have plundered our natural resources and wealth. It's a sad commentary on the unsatiable greed of man. Fisheries, forests, grasslands and croplands are the four principal biological systems of earth. They are the foundation of global economic system. Overfishing is destroying fisheries. Local forests are disappearing. Tropical forests, "The powerhouse of evolution" are disappearing. And croplands are in bad shape. We are losing an acre and half every minute. This happens insipte of article 48A of the constitution. Who cares for the laws? open plundering of nature and natural resources continues unabated.
The executive branch is responsible for carrying out the laws of the whole country. They make sure the laws are respected.
Codes are softer than Laws, but bring the same results when respected, obeyed.
Some international laws apply to India. All Indian national laws apply to all India. Local laws apply in certain areas.
