Eighty percent of the planet's population, represented by their governments, have signed or ratified the Antarctic Treaty.
The treaty preserves all land and ice south of 60 degrees S, for the scientific study of the health of planet Earth. It's Marine Protocols also protect the Southern Ocean and its inhabitants in the same geography.
The reasons for this decision may have been both scientific and practical. Antarctica is too cold to support life, making commercial exploitation very expensive and impractical.

At the moment there are some research stations there. The ice covering most of Antarctica is, in some places, over a mile thick. The climate is one of the least hospitable on Earth. Vessels cannot land along most of the coastline. There is almost no vegetation. There were some whaling stations there in the past but they have been abandoned since modern whaling ships are complete processing factories. Black smokers are important ecosystems that support unique forms of life. Exploiting the mineral wealth associated with black smokers could have negative impacts on these ecosystems and the species that rely on them for survival. It is essential to carefully assess the potential environmental consequences before deciding whether or not to utilize these resources.
