Abraham Lincoln did want to stop slavery altogether but, if he wanted to win thepresidential election he had to please both the North and the South. So he said he would keep slavery were it is. That there would be no more slaves brought over or sold. Deep inside he still hated slavery. He did not want to "punish" the South due to the instability of the country. He wanted to make all states happy and not go back to a civil war that might have led to a new country forever. So he instead restricted the powers of the states and strengthened the government's power.

President Abraham Lincoln's primary goal during the Civil War was to preserve the Union rather than to punish the Southern states. He advocated for a lenient approach to Reconstruction, emphasizing reconciliation and reintegration of the South. However, he also believed in holding leaders accountable for the rebellion and ensuring the abolition of slavery. His assassination in 1865 left the direction of Reconstruction to his successors, who took a more punitive stance.

After the Battle of Antietam, Lincoln announced the Emancipation Proclamation. This discouraged foreign governments from recognizing the Confederacy, because Lincoln had, with the proclamation, made the confederacy the poster child of slavery, and the people of the foreign countries that were considering recognizing the confederacy didn't want to be associated with the pro-slavery side of anything.
