It's the cute factor, or 'kawaii' as it's known as in Japan. Infants and small children with their large eyes, baby fat and playful nature welcome attention and the urge to protect, much like a baby animal. This is coupled with the fact that that due to several generations of economic advancement and social welfare institutions in place there isn't a strong emphasis on parents having boys, as is the case in much of the rest of Asia.
