Norway is considered underpopulated due to its vast land area combined with a relatively small population of around 5.4 million people. The country's rugged terrain, including mountains and fjords, limits agricultural development and urbanization, leading to significant portions of the land being sparsely populated. Additionally, harsh climatic conditions in many regions make habitation and economic activities challenging. This combination of geography and climate contributes to its low population density compared to other countries.
