Scotland is not controlled by England as such. England, Scotland, Wales and Northern Ireland together form what is known as the United Kingdom. No one part owns any of the other parts. It would be a case of Scotland leaving the United Kingdom, not leaving England. As to whether they do that is a decision for the people of Scotland. Some say Scotland should leave the United Kingdom and others say they should not.
For sure - there are two 'international' issues. Should the UK remain a member of the EU and should Scotland remain in the United Kingdom. There's a referendum planned on each of these questions...
