It depends what you mean by Africa. Some parts of Africa have quite a lot of technology, just some places (the places we mostly hear about) dont have that much technology because they haven't got as much money.

Lanzarote is itself part of Europe. It is off the coast of Africa, so that would be taken as the answer, as it is closer to mainland Africa than mainland Europe. However there are other islands that are closer to it than Africa, and those islands are part of Europe too, so you could argue that it is the answer.
The Pacific Ocean does not touch the continents of Europe, Africa, or Antarctica, so it does not touch three continents. It used to touch Antarctica, but recently the water around Antarctica was made into a fifth ocean, the Southern Ocean, making it the only ocean to touch Antarctica.
