Texas was a good place to train troops due to its vast and diverse terrain, which offered a variety of environments for military exercises. The state's large expanses allowed for extensive maneuvering and the establishment of multiple training facilities. Additionally, its warm climate facilitated year-round training, enabling troops to maintain readiness without the interruptions of harsh winter weather. Furthermore, Texas's strong military tradition and infrastructure supported the logistical needs of troop training.
There was plenty of maneuver room for tracked vehicles and lots of long firing ranges that could "reach out and touch someone".
The only good place to train is the elite four unfortunately.

any troop is good to train, depends on what attack your going for, or how good the attack you want. I prefer drags PEKKAs and archers. With lightning spells for defense strikes
