You do not need a passport to travel between countries that are apart of the European Union. Since Hungary joined the EU in 2004, you can travel freely between Germany and Hungary. I would wary of traveling to a foreign country without a passport though, because even if you in the Army, you will be required to provide papers if arrested. It could be more trouble than it is worth.

So technically, yes, you can travel freely without having to show any documentation, but it isn't necessarily a good idea.
