You can change your default language settings in Google Maps. Click the "gear" settings icon on bottom right of the map then select "Search Settings". Next click Languages and select 'English'.
But note even doing this there will be some local languages of street names in some foreign countries. For example, visiting Beijing, China will show some street names only in Chinese because sometimes a English translation has been provided.
