In California, you should turn on your headlights 30 minutes after sunset and keep them on until 30 minutes before sunrise, or when visibility is less than 1,000 feet due to fog, rain, or other weather conditions.

There are a couple of different times when you'd turn off your headlights. You'd turn off your headlights when the car is off for example.
The headlights should turn on and off automatically depending on which setting you have your switch set at. The switch is located on the turn signal lever. I always leave mine on auto.

if the knob used to turn you headlights on is pulled to turn them on, try turning the knob counter-clock-wise and that should turn the gauge lights on and if you keep turning it it will turn the dome light on too.
