Probably Herbert Hoover. By 1932, doss houses and camps for down and outs were being _named_ after him. Other presidents have been unpopular for spells but recovered later. Andrew Johnson was execrated while in office, but before he died had been re-elected to the Senate. Truman was very unpopular when he left office, but much better thought of by the time of his death in 1972. But Hoover's reputation has never really recovered.
