From the rebels perspective, it would be asymmetric warfare" which involves a lot of violence, deception and Propaganda, intimidation, including extortion. The array of forces are obviously not equal, it will always be in favor of the government. The rebels will have to undermine the credibility or hold of the government and force it to appear more oppressive to its people which is the rebels basic platform. Force government to spend more running after rebels instead of providing services to its population. Nevertheless, the rebels need not be sincere in their aspirations for as long as their propaganda serve rebel platform. Now, from the point of view of the government, we can call it "good governance". Show its citizens genuine desire to serve the population Third world countries or developing countries will certainly find this difficult. These countries by and large plagued by corruption, social injustice, unstable economy, warlords the list will go on. All these problems are subsumed into all the reasons why a citizen would want to arm himself and fight government. If you want more, let me know.
