For a foreign national to enlist in the US Armed Forces, they must have established residence in the United States, and they must hold citizenship of a country which is accepted to enlist foreign nationals from. I had no problem enlisting as a Namibian citizen. For a Serbian citizen, I'm not entirely certain.. I know US-Serbian relations have been on the rocks since your country got screwed over royally with the whole Kosovo business, but there were Russians in the US Army when I was in, so I really don't see why a Serb couldn't enlist. Only a recruiter can give you a 100% certain answer, and that's who you really need to talk to. It only costs a little bit of your time, and you're not obligated to do anything simply by talking to a recruiter.
