Assuming you're referring to US law, it can be done. The Firearms Owners Protection Act of 1986 prohibited the further manufacture of select fire weapons for the civilian market, so you would have to find a pre-86 rifle which was tax stamped and transferrable. You would also have to have your Class III tax stamp approved prior to the transfer of the weapon.

In a way the M16 is a machine gun, but it can also do three round burst and semi automatic. civilians are not allowed to have automatic m16s unless you have an automatic weapons permit, but you can have a semi automatic M16. (an AR-15 is almost like an M16 and much cheaper if you're looking to buy one.)
