At the federal level, laws can only be created by Congress, acting with the consent of the President. However, each state can also create laws by action of its legislature and Governor. State laws apply only to the state that passed them, while Federal Laws apply everywhere in the US.

Actually, presidents do not make the laws. Only congress can make the laws. Presidents will promote or push their priorities and try to encourage congress to turn those priorities into laws. Presidents need to work closely with congress, since no bills will pass unless congress agrees to pass them, no matter how much a president might want something done.
I don't know but i hope you can. So far it has been unanswered. In the UK the government is allowing citizens to suggest laws to congress but that is the only Country so far that can suggest laws.
