Yes, Washington state has no gubernatorial term limits.

She resigned the office and has no plans to run there again. So it is unlikely.
They can serve two four-year terms. After they have not been governor anymore for at least four years, they can run again.
No. California's Constitution allows for a governor to serve only two consecutive terms, and Arnold has had his two. However it does allow one to run for governor again after a break, as the current governor - Jerry Brown - has previously served multiple terms in the 1970s. Arnold could thus run again in the 2014 election.
In Virginia, a sitting governor cannot be reelected. The state's constitution prohibits governors from serving consecutive terms. However, a former governor can run again after a gap of at least one term. This unique rule allows for the possibility of a governor returning to office after a break.

That depends entirely on what state you're in. For instance, I live in Washington State. Here, the filing fee to run for Governor (and many other high ranking state positions) is somewhere in the ballpark of $2000 - $2500. If I remember correctly, it's actually determined as a percentage of the pay attributed to that particular position, however, the secretary of state website doesn't provide information for offices that are not up for election.
