To open a Bank Account in Thailand, you must be a resident of Thailand. That means holding long term Non Immigration Type Visas (Education, Marriage, Family, Business/Work and Other). The requirements vary from Bank to Bank the lowest common denominator is that applicants must have a certified or notarized declaration of address issued by applicant's consulates or immigration department where applicant resides.

However, having had a standard 3 months, one time renewable tourist visa, I visited Chiang Mai in Nov, 2010 and stayed till Feb, 2011. I rented a condo for about US$300@ month and had a hand written lease. I applied for two accounts at Bangkok Bank and both were approved. It did help, most likely, that my Thai fiancee was there to help with the language barrier. So while the above is considered "correct" the reality is quite different. If you are spending some months there, do as I did, and if the bank says no, go to another one... eventually you'll get one.
