It can work for a limited time, but removes many individual freedoms. If the particular military are honourable it can certainly be better than politicians many of whom are corrupt and self serving.

According to John Locke, in government, the power resides with the people, who have the authority to elect their representatives. The role of government is to protect the rights and liberties of individuals, and if it fails to do so, the people have the power to overthrow it.
During the American Revolutionary War, the central government did not have the authority to draft anyone. The first draft instituted by the U.S. government occurred during the Civil War. Even then, only about 2 percent of the Union soldiers came from the draft.
It is the "taking" of something of value, therefore it is a criminal offense. Also, tehcnically, the passpost does not "belong" to the person to whom it is issued, its ownership remains with the government that issued it - therefore "Theft of a Government Document."
Official records will not be destroyed without the specific authority of the Archivist of the US.
