Females, can, however, qualify and serve on the Navy's EOD (Explosive Ordnance Disposal) teams. They can also become Seabees, which does include some combat training.
It is unlikely to change - it's not necessarily whether or not a female can do the job or not, most are sure they can. The concern is that a female if captured would undergo much worse torture and coercion than their male counterparts. The Propaganda value to an enemy capturing a female SEAL would also be enormous.
Current politicians and the media have made it difficult at best for current members to do their jobs without severe risk; our current "president" has already revealed sources and methods publicly that if you or I were to divulge them would land us in prison for Treason. The media and politicians have put such a stigma on losing anyone in combat, let alone a female, that it makes it difficult, almost impossible, for our society to become a bit more forward thinking like the Israelis, whose women serve in combat units of all types.
