Our Founding Fathers set it up that way, in fact they don't even have to like each other, can have opposing political opinions, represent different parties and cast votes on every issue in opposition to each other. The US Constitution allows this in an effort to slow down change, require thorough examination of every issue and to get a genuine idea of what the Nation as a whole wants. But to get more then two from a single state, the US Vice President must also be from that State and a tie vote is essential.
