By proposing that the people of each new state should vote on whether it should be slave or free. (Kansas-Nebraska Act, 1854).

That sounded reasonable enough, but it suffered from a terrible flaw. By holding the vote in one state at a time, it encouraged every bully-boy from both sides to descend on that one state to intimdate voters. That was the cause of Bleeding Kansas.
