Technically since 2007 all Warrant Officer's are commissioned. Before that, only CW2's and above were. If you are asking if they can become regular officers, the answer is yes. They just have to meet the same requirements any other person would need to meet. I have known a few Aviation branched Warrant Officers who have gone that route, but I know even more regular Officers who have become Warrant Officers. I am not 100% sure this is true for non-aviation branched Officers, but I would assume it would be.

An officer is a person who has gone to college, graduated and enrolled in the US armed forces or other forces if from other countries. The Officer may have been educated in a military college or in a public or private college and may have been part of the ROTC program to get military training before graduation. Some officers may go to medical school, dental school, law school or other specialty colleges before they become officers. Some officers are trained by the military and are required to serve for at least six years. The officers lead, rule and command the draftees or enlisted personnel. They are COMMISSIONED into the military and have some ability to resign their commission. Most serve out several decades of service. A Private is a person who has at least a GED or high school education and has enlisted into the military (not the Navy or Coast Guard to serve in the troops. The Private is the first rank after Recruit. The Recruits are in basic training. They become privates after they graduate from basic training (boot camp). Their commanding officers are the non-commissioned officers and the commissioned officers. A non-commissioned officer is a Corporal, Sergeant (many ranks of sergeants) and Warrant officers. These officers are enlisted or drafted officers who have risen up the ranks of the enlisted soldiers, Marines, Airmen, etc. They cannot resign their "officership", they have to serve out their enlistment. Nothing in the military has to make sense. NCOs are officers because they have supervisory authority over lower ranks, but not as much authority as commissioned officers. But they are also enlisted and have risen through the ranks from private to their present rank. Commissioned officers have been 'appointed' to their positions. A couple hundred years ago someone could become a General or Admiral with no prior military service and it is still possible to be commissioned in an advanced rank because of specialized skills or education. Doctors, for example, who join the armed forces to exercise their skill as doctors are prosaically given officer rank, simply because they have a highly specialized skill.

In UK an Officer holds the Queens commission. Senior NCOs are warrant officers & they have a Royal Warrant. NCOs are non-commissioned Officers, they do not have a commission. Privates do what they are told ! Other than very junior Officers who may well be 'advised' by senior NCOs, the Commissioned Officer is the one who makes the executive decision. He is there to give the orders & provide the leadership. The senior NCO however is the one who has time-served his position. More so in times gone by than now this was very much part of the British Class system. The commissioned ranks would be only an option if you had the' breeding' ! (&, of course, the money)
