Negative. When you are on IRR are you shaving every morning and conducting PT? Reporting to work for a mission every day and on call for service? No. Service stripes. IRR is a last resort in case the army goes week for man power rather then reinstating the draft they will draw from the IRR.

You don't deploy in the IRR - you may be called to active duty, assigned to a unit, then deployed, or recalled into a Reserve unit to serve part time - but never deployed directly from the IRR. You're venturing into complicated territory here, but ultimately, it will be the determination of a review board as to whether or not the service member is fit to return to active duty. If they have filed for PTSD, and are in the process of receiving treatment, then their chances of not being recalled are greater than if they didn't.

The IRR reinvestment rate assumption is the mistaken assumption that the IRR of a project implicitly assumes that all positive cash flows from the project that occur in periods before the end of the project will be reinvested at the rate of IRR per period until the end of the project.
A change in the cost of capital will not, typically, impact on the IRR.
